Living in Naples

The sea, a volcano, excellent food and costs well below the North. An intense city that takes some adjusting to, but rewards those who fit in.

Who Naples makes sense for

Naples has about 905,000 residents and is the capital of Campania. The metro area has more than 3 million people. The city has large universities, a port, booming tourism and a NATO and U.S. Navy base nearby.

  • People who want to live in the South with everything a big city offers.
  • Remote professionals who want lower costs and fast trains to Rome.
  • Families connected to the region's international community, which has American schools.

Neighborhoods to consider

  • Chiaia: elegant, on the waterfront, with shops and restaurants; the most popular with foreigners.
  • Vomero: residential, up on the hill, with funiculars and the metro; good for families.
  • Posillipo: views over the bay, larger homes, more expensive and car-dependent.
  • Centro Storico: a UNESCO World Heritage site, full of life, noisy and with old buildings.
  • Pozzuoli and the Phlegraean area: cheaper and close to the American schools; be aware of the area's bradyseism (ground uplift and tremors).

Schools

Public school is free and open to children of foreign residents, with online enrollment, usually in January.

International options: The International School of Naples (American curriculum, ages 3 to 18, about € 7,760 to € 16,770 per year), TAIS Naples (American), Anglo-Italian School, Teodoro Monticelli International School and the French École Alexandre-Dumas.

Health care

Main hospitals: Cardarelli, the largest in the South, Policlinico Federico II (a university hospital) and the Ospedale del Mare. For children, Santobono. Once you have residency, you register with the SSN and choose a family doctor. See our list of Portuguese-speaking doctors.

Transportation

  • Airport: Napoli Capodichino (NAP), close to the center.
  • Train: Napoli Centrale, on the high-speed line. Rome in just over 1 hour; Milan in about 4h15 on the fastest train.
  • In the city: metro (lines 1 and 6), funiculars and regional trains (Circumvesuviana, Cumana). Traffic is heavy.

Climate

Mediterranean: long, hot summers and mild, rainy winters. You can go to the beach from May to October.

Retirees: the 7% regime

Italy has a 7% substitute tax on foreign-source income for retirees with a pension paid from abroad who move their residence to small towns in the South. Naples does not qualify because it is too large. Since April 7, 2026, the limit has gone from 20,000 to 30,000 residents (Law 34/2026, art. 26). In Campania, smaller towns on the Sorrento Peninsula, in Cilento or islands like Procida may qualify [confirm the population of each town].

The regime requires that you have not been a tax resident in Italy in the previous five years, and it lasts up to ten years. The details depend on your situation: check with our partner commercialista before choosing a town.

Pros and cons

Pros

Cons

Chaotic traffic, slow bureaucracy, uneven public services, petty theft in tourist areas, seismic risk in the Phlegraean area.

Frequently asked questions

Is Naples safe?

Like any big city, it has calmer and less calm areas. In the residential neighborhoods listed above, daily life is normal. Watch out for theft on public transit and in tourist areas.

Can I use the 7% regime while living in Naples?

No. The town must have no more than 30,000 residents. Many people live in a small town in the region and go to Naples when they need to.

How much does it cost to live in Naples compared with Milan?

Rent is usually much lower. See the difference in the city comparison tool.
