Living in Palermo

Sicily's largest city has the lowest rent on this list, the sea a few minutes away and a cultural life that has grown a lot. To get to the North, you fly.

Who Palermo makes sense for

Palermo has about 626,000 residents and is the capital of Sicily. It is a city of layers: Arab, Norman, Baroque. In recent years it has attracted foreigners with its low costs and outdoor quality of life.

  • Remote professionals who want low costs and warm weather almost all year.
  • Retirees who want a big city, or a small town on the coast (see the 7% regime).
  • People who like cities with character and accept a less predictable pace.

Neighborhoods to consider

  • Politeama / Libertà: the modern center, wide avenues, shops and services; practical for families.
  • Kalsa: the historic center near the sea, restored and full of cultural life.
  • Mondello: a beach neighborhood, quiet outside summer; car or bus to the center.
  • Notarbartolo: residential and well served, with schools and shops.
  • Monreale and Bagheria: neighboring towns, cheaper, 20–30 minutes away.

Schools

Public school is free and open to children of foreign residents, with online enrollment, usually in January.

The main international option is Gonzaga International School Palermo, which offers the IB Diploma and English-language teaching from ages 2 to 18 [confirm tuition with the school]. There are also private bilingual schools and English courses for children.

Health care

Main hospitals: ARNAS Civico (which includes the Di Cristina children's hospital), Policlinico Paolo Giaccone (a university hospital) and Villa Sofia-Cervello. Once you have residency, you register with the SSN and choose a family doctor. See our list of Portuguese-speaking doctors.

Transportation

  • Airport: Falcone Borsellino (PMO), in Punta Raisi, about 35 km away; train and bus to the center.
  • Flights: direct flights to Milan Linate (about 1h40, ITA Airways, several times a day) and Rome Fiumicino (about 1h15).
  • Train and ferry: there is no high-speed rail in Sicily. To reach the mainland, there are night trains and ferries to Naples and Genoa.
  • In the city: AMAT buses and tram lines. Traffic is heavy.

Climate

Hot Mediterranean: long, dry summers and very mild winters. Sirocco winds can bring days of extreme heat.

Retirees: the 7% regime

If you receive a pension from abroad, you can opt for a 7% substitute tax on foreign income when you move to a small town in the South. Palermo does not qualify. Since April 7, 2026, the limit is 30,000 residents (previously 20,000), under Law 34/2026, art. 26. In the province, coastal towns like Cefalù or Termini Imerese may qualify [confirm the population of each town].

The regime requires that you have not been a tax resident in Italy in the previous five years, and it lasts up to ten years. Check your situation with our partner commercialista.

Pros and cons
